General Officer Commanding to witness and report on a case of corporal punishment inflicted with the "cat" together with a minute by the Principal Civil Medical Officer dated 22nd, idem in which you will see he agrees in the conclusions arrived at by Colonel Stacpole. I desired to have these reports in order that I might be assured on the one hand that the instrument and the method of its administration were not unduly severe and on the other that they were adequate for their purpose and similar to those employed elsewhere.

In view of the improvement in the state of internal affairs, I informed the General Officer Com.anding the Troops on 23rd. ultimo that the route-marching of troops through the City and Kowloon could be discontinued for the present. It is possible that on the approach of Chinese New Year or in the event of any special news arriving from the North calculated to excite the populace, it may become necessary to re-establish these patrols.

On 6th. December the Captain Superintendent

of Police reported that he considered it advisable to put into

operation Sections 24 and 25 of the Arms and Ammunition Ordi-

-nance, 1900, (No. 2 of 1900) which give the Governor power to

establish a central store for arms and ammunition and the

Governor-in-Council power to order their removal to such store. After consulting the Executive Council in the matter I caused

the four firms who deal in arms to be informed that the Governor- | -in-Council considered it advisable owing to the unsettled state of China, the constant accusations made alike by Imperialist and Republican Party of the supply to either of arms and ammunition by the authority of Governments or by private firms, the temptation which the large stocks offered to robbery and the inability of this Government to attach special guards to each godown that the Government should assume charge of the bulk of
